What this is. A research corpus of public responses. The Commission publishes each response submitted with the “publish with information” option, together with the respondent's class, country and organisation. Personal names are dropped here; organisations are kept, because the question is which kinds of actor argue about delegated authority — and which are absent.
What this is not. Not a representativeness claim, not a measure of influence, and not complete: responses submitted anonymously or without publication are invisible to it. Counts are a snapshot at build time.
What organisations actually argue
Citizen responses are excluded here: a national mobilisation would otherwise drown the professional debate. Counts are a keyword floor over response text — an argument made only inside an uploaded attachment is undercounted, so these are lower bounds.
